Vestry Budget 2012
The Vestry meeting was so satisfying as we watched our parishioners unite in our commitment to meet the challenge of balancing our 2012 budget. Raising the bar, literally!!! We are all encouraged to give with Pre-Authorized Payment (PAP) to increase our givings to wipe out our deficit. Thank you to those parishioners who have already stepped up to the plate and increased their givings from their 2011 levels and to those of you who are now participating with PAP! This thermometer (in hard copy of newsletter) shows how we are doing annually in meeting our budget commitments. In order to fully meet our commitments, so far, we should have received 8.33% of our annual revenues but in January we only received 7.17%. We can do better! Stay tuned to watch this thermometer grow.

Motion #1
Be it so moved that for the year 2012 all interest earned by the Donation, Memorial and investment funds, with the exception of the 50%, already dedicated to Outreach, be paid out to St. Anne’s church to be used to help with operational expenses. 
Also, 2012 Vestry approve transfer of funds from St. Anne’s capital funds to cover any cash shortage during the year and set up bank overdraft protection to cover any temporary short term overdraft needs."

Preamble:  Motion 3 is moved on behalf of St. Anne’s Cemetery Board

That Vestry approval be given for parish council, working with the cemetery board, to proceed with the Columbarium project.  It is understood that this approval is for any cost associated with design, site visits for quotations/art work etc. so that a proper and comprehensive presentation can be made to Vestry 2013 for final approval of the Columbarium installation.

Investment Committee

That the Investment Account at Bank of Montreal be closed and that the annual Safety Deposit Box fee be taken out of the Vestry Account.  All future interest payments from the Diocese from the Capital account would then be deposited directly into the Vestry account and disbursements approved by Vestry would be made from there.

Preamble:  Motion 6 is moved on behalf of St. Anne’s Parish Council regarding charitable donations with the understanding that this vital part of our outreach ministry and the spirit of generosity which inspires it, is to be commended and continue.  At the same time, this needs to happen in a way that does not compromise our collective commitment and responsibility to pay our most basic monthly expenses such as hydro and union gas, so that our church can be useable, often for groups that we have an outreach ministry to. Likewise charitable donations need to be managed in a way that is sensitive to our pledge to pay monthly apportionment that covers St. Anne’s and Diocese payroll as well as many outreach projects in Canada and the world. Various hard working St. Anne’s groups independently support, sometimes the same charities, and are not always aware of each other’s charitable givings plans or what months the church or diocese are especially vulnerable to not making payroll and church groups fundraisings needed to support this obligation.

Motion # 6 
That St. Anne’s parish council request Committees, Groups and Teams at St. Anne's to work together and collectively to donate to outreach needs within the Parish and Apportionment through the auspices and direction of the Parish Council.  Groups that wish to donate to outreach would do so through our common St. Anne's bank account in order that the commitments, expenses, goals and priorities of St. Anne's are held in common trust and our spirit of generosity and outreach match our collective financial resources to provide them.

Preamble:  Motion # 7 is moved on behalf of St. Anne’s worship team
Our present 1970’s digital Rogers organ has been professionally evaluated as being in decline and while skilled musicians are able to work with it, it is showing significant signs of aging and limitations that a much higher quality used organ or new organ would not have.  Very high quality organs in recent years have been appearing on the market for very little and snatched up extremely quickly.  An opportunity has come before us to make a bid on an outstanding used cathedral sound Allen digital organ from a London church that will be unable to accommodate their organ in their new situation.  In consultation with the Rector, wardens, worship team, and musician and experienced organist, Ralph Thorn, we propose a timely bid be made on the organ.   In the event ours is not the winning bid, should an equally outstanding suitable organ be available for free or have a price or bid that does not exceed 5,000, we ask the vestry to approve  St. Anne’s wardens being able to make this decision expediently in the best interest of St. Anne’s music ministry.  There will still be a proper and full evaluation of its quality and suitability for St. Anne’s in consultation with the Diocese Organ Advisory Board and/or other recommended musicians.  It is our understanding that outstanding organs with a significantly higher quality of sound, potential and longevity are coming on the mark suddenly and being snatched up equally fast.  This motion will allow us to act expediently in the best interests of St. Anne’s music ministry.    St. Anne’s worship team put forward the following motion.

Motion # 7
That vestry approve wardens withdrawing funds from the current organ fund and memorial fund of up to  and not exceeding 5,000.00 to enable us to purchase a significantly superior quality used organ to our present organ when and if such an organ becomes available.

Preamble:  Motion 8 and 9 are moved on behalf of St. Anne’s Parish Council  
Rev. Sylvia Brightwell has assisted St. Anne’s during the rector’s summer holidays
with summer worship and clergy pastoral care visitation.  Sylvia has gained the respect and appreciation of St. Anne’s parishioners and clergy and joined our parish in 2011 while also retaining her membership and honorary assistant priest position at Christ Anglican Church in London.. Rev. Brightwell will continue to be at Christ church worshipping community on the
2, 4 and 5th Sunday of the month and at St Anne’s, as she is able, on the1st and 3rd,
sharing her ministry and membership between the two churches. 

Motion # 8
That vestry support the invitation of the rector and wardens to Rev. Sylvia Brightwell, to join the clergy of St. Anne’s as our Honorary Assistant priest.  This has been supported by the Bishop of the Diocese of Huron, and has the full support of the Rector of Christ Church, the Rector of St. Anne’s Church, St. Anne’s Deacon, Parish Council and Wardens.  We welcome Rev. Sylvia to share in the life and ministry of the worshipping community of St. Anne’s.

Preamble to Motion 9 also moved on behalf of St. Anne’s Parish Council:  St. Anne’s established as a fair guideline for assistant clergy pastoral care over the past 3 years when retaining summer clergy relief, the rate of $50.00 per pastoral visit in the provision of pastoral care, counseling and private home and hospital communions.  The parish council is putting a funding request forward to support the valuable pastoral care ministry already provided by our rector and lay pastoral care team, that will enable our rector to have support in meeting the increasing needs of the senior population of our congregation, further time to train laity for pastoral care ministry and our congregation for “care connections” and  to free up some valuable time to further focus pastoral care ministry with the lapsed, newcomers and friends of St. Anne’s community around St. Anne’s.

Motion # 9 
That vestry support the inclusion of funding for clergy assistance with pastoral care visitation and pastoral care ministry development in the amount of 3,200.00 open for review and further recommendation as the position and need for pastoral care ministry continues to develop.
