Our primary concern in instituting our church in the U.S. was for Americans. Over the years however we have been approached by many from overseas or in neighboring countries who desire us to assist them in forming a church in their country. We normally look at these as foreign missions. However we are disadvantaged in that we have little funding for native missions, let alone foreign ones.
Our first concern is that those to whom we are missioning share the SAME faith as ours. We need to teach them what we believe, then we need to see that they understand what we believe and practice as well. Once that is done, then the next is to see that they have a validly ordained priest to serve their people. When we receive a foreign request we explain these matters to them, and we often dialogue with them, to test the information and to see that it is mutually understood. Then to actually lay the foundation of the church we need to see that they have a good, faithful and intelligent bishop to teach others, minister to them and to ordain them in due course.
